Oh, gotcha. I did see the "FBI offered and was turned down, but later invited to participate" bits in the Wiki article, but I should probably have noted that. Sorry for the need for the long explanation! Americans do tend to have the "we're the only ones who matter" sort of mindset (for any definition of "we"), I'm sorry to say, and I'm even sorrier to say that I'm beginning to think that way and I need to be constantly vigilant and try not to. T_T
