Yeah, we've all heard stories about terrible civil servants - combination of urban legend and exaggeration, mixed with some truth - but it's the way she defended her colleagues that boggled me. Does she really, like (pardon the Valley Girl impression) think that other people don't have work pressures or something and that her department is that unusual?
